the govenator, along with state democrats, crafted a bill to reduce greenhouse emissions by 25%, by 2020. Once again, california is taking the lead when the federal government fails. thats useful, as california the state is the 5th largest economy in the world.
cities actually took the lead on this issue, as places like santa monica have laws or are working on laws that aim at complying with kyoto. and while republicans claim this should be a national effort, so we don’t force companies out of california, i don’t think we’ll see it; instead, other states will get on board, just like they did with the clean air standards.
